在互聯網上，視頻會議為了避免和解決用戶之間的沖突以及相互牽連，需要協議支持的。視頻會議中的沖突就是用戶之間的資源共享沖突，一般采用的解決方法就是提供應用一些會議管理，如成員資格管理和發言權管理等。為了確保在視頻會議應用中，能夠使各用戶無阻礙的共享“發言”這一資源，提出了一個基于SIP 的視頻會議中發言權管理的分布式算法思想。
